On the afternoon of April 1, 2022, in Beijing, the first annual council meeting was held by ICGdR via video. ICGdR president, chairmen of the committees, directors and secretariats from 10 countries including Japan, Italy, China, France, Kyrgyzstan, Nepal, South Korea, Indonesia, Czech Republic, and the United Kingdom attended the meeting with a total of 56 international experts. The meeting was chaired by Prof. Fawu Wang, President of the ICGdR. At this meeting, Academician Manchao He, President of the CSRME, on behalf of Chinese scholars, proposed the important science program initiative --- the International Correlation Research Program "Cross-Fault Measurement for Earthquake Prediction".
Academician Manchao He introduced in detail the motivation, solutions and research basis of the international correlation research program, and then proposed an international correlation research program "Cross-fault Measurement for Earthquake Prediction". This international correlation research program intends to follow the principle of "four unifications" (unified measurement content, unified measurement method, unified measurement standard, and unified measurement equipment) to carry out the monitoring of variables such as cross-fault Newton force on active faults in major seismic zones around the world. The scientific laws of plate movement and destruction are revealed through big data sharing and correlation research in several regions around the world to form a methodology for short-impending earthquake prediction, thereby improving the technical level of international earthquake prediction.
Academician Manchao He pointed out that the international correlation research program in international cooperative research has become a practice and has achieved great success, such as the International Ocean Discovery Program (IODP), the Global Climate Observing System International Program (GCOS), the International Geoscience Program (IGCP) and so on. Earthquake prediction belongs to the category of earth science, and earth science research increasingly needs to study the entire earth system from the perspective of interdisciplinary and technological integration, and should actively establish an international major scientific program that cooperates with the scientific community and the engineering community. The international correlation research program proposed this time is the first international correlation research program for disaster prevention and reduction in the field of international geosciences for earthquake prediction.
The representatives present at the meeting participants had a lively discussion on this proposal, and gave it a good appraisal. Professor Faisai Fathani from Department of Science and Education, Ministry of Education, Indonesia, Vice President of ICGdR, said that the implementation of this program in Indonesia will be promoted through the Indonesian Ministry of Education. Academician Kanatbek Abdrakhmatov from the Earthquake Research Institute of the Kyrgyz Academy of Sciences hopes to start the monitoring program starting from the Sino-Kyrgyz border and extending to the interior as soon as possible. Professor Sandro Morreti from the University of Florence in Italy, ICGdR Vice-President, believes that the implementation of this program will promote the improvement of the global earthquake prediction research level, and took the initiative to undertake the implementation and coordination of this program in Europe.
After voting at the council meeting, "Cross-fault Measurements for Earthquake Prediction" as the first international correlation research program of the ICGdR project was established by a unanimous vote.
