On June 26, 2022, the 24th annual meeting of the China Association for Science and Technology "High-Level Forum on National Innovation Platform Construction" sponsored by China Association for Science and Technology, People's Government of Hunan Province, Chinese Society for Rock Mechanics and Engineering (CSRME), Hunan Association for Science and Technology, Committee of Rock Fragmentation Engineering of CSRME, Hunan Society for Rock Mechanics and Engineering, was successfully held in Changsha, Hunan, China. This forum takes the strategic needs of national major projects as its guide, promotes the optimization of innovation systems, actively promotes the reorganization of "national key laboratories" and the deep integration of scientific and technological innovation and the real economy.
33 academicians, 10 national major construction undertaking units, 13 national key laboratories, 10 representatives of the CAST Party building demonstration work consortium, 153 leaders and representatives of the association, and the co-organizers of the forum participated in the conference in an online-offline hybrid mode. This conference was broadcast live online simultaneously, and a total of 50,925 people watched live video of the event. In the important information release session, Academician Manchao HE introduced the three important information releases, including the "Innovation China" Rock Mechanics and Major Projects-State Key Laboratory Science and Technology Innovation Consortium, the Catalogue of High-Quality Sci-tech Journals in the Field of Geomechanics and Engineering Geology, and International Correlation Research Program of "Cross-fault Measurement for Earthquake Prediction". Then, Academician He and the participants activated the release button successively to celebrate the successful release of the three major information.
The "Catalogue of High-Quality Sci-tech Journals in the Field of Geomechanics and Engineering Geology" was developed by CSRME under the auspice of the China Association for Science and Technology. First, a database consisting of 286 Chinese and English journals in the field of geomechanics and geological engineering is compiled. Then, according to the proportion of papers in the field of geomechanics and engineering geology, the journals in the database are divided into professional journals and comprehensive journals. Considering its closeness to geomechanics and geotechnical engineering, the Chinese professional journals, the Chinese comprehensive journals, the English professional journals, and the English comprehensive journals were ranked respectively through both quantitative and qualitative indicators. Chinese journals are divided into three categories: CT1, CT2, and CT3. Among them, CT1 is a top-level Chinese journal, CT2 is a well-known Chinese journal, and CT3 is a Chinese high-quality journal. The proportions are respectively 10%, 15%, and 20%. There are three categories of ET1, ET2, and ET3, of which ET1 is a top-level English journal, ET2 is a well-known English journal, and ET3 is a high-quality English journal. The proportions are respectively 10%, 15%, and 20%.
As regards "Innovation China" Rock Mechanics and Major Projects - State Key Laboratory Science and Technology Innovation Consortium, the guiding unit is the China Association for Science and Technology. This project is initiated and organized by the CSRME in February 2021, and is constituted by more than 10 national major engineering undertaking units such as the Yangtze Three Gorges Group Co., Ltd., etc., and 13 state key laboratories in the field of rock mechanics and engineering, including the state key laboratory of deep geomechanics and underground engineering. Forming a national strategic scientific and technological force in the field of rock mechanics and engineering plays an important supporting and leading role in the construction of major national projects related to the overall situation of national security and economic and social development.
Earthquake disasters are the biggest natural disasters faced by human beings. From 0 AD to 2022, the number of deaths caused by earthquakes reached 7.68 million. It has left huge wounds on the earth and the human mind, such as the 1976 Tangshan earthquake, the 2008 Wenchuan earthquake, the 2011 East Japan earthquake, the 1906 earthquake of the San Francisco earthquake, etc. Earthquake prediction is a common wish and the biggest dream of earth scientists. Under the advocacy of the CSRME, the international comparative research plan for cross-fault measurement for earthquake prediction was officially approved on April 1, 2022 after a rigorous demonstration by 56 experts from ten countries of the ICGdR. At the release ceremony, Academician Manchao HE emphasized that this international correlation research program intends to follow the principle of "four unifications" (unified measurement content, unified measurement method, unified measurement standard, and unified measurement equipment) to carry out the monitoring of variables such as the cross-fault Newtonian force on active faults in major seismic zones around the world. The scientific laws of plate movement and destruction are revealed through big data sharing and correlation research in several regions around the world to form a methodology for short-impending earthquake prediction, thereby improving the technical level of international earthquake prediction.
In the report session of the forum, academicians Yunmin CHEN and Chunhe YANG chaired keynote speeches. Academician Manchao HE gave a report entitled "Material Revolution and Engineering Revolution--The Mission of a National Strategic Innovation Platform"; Academician Xiating FENG gave a report entitled "Construction of a National Innovation Platform in the Process of New Industrialization--Practice and Thinking of Northeastern University"; Academician Hongpu KANG made a report entitled "Platform Construction of Efficient Coal Mining and Clean Utilization"; Academician Shucai LI made a report entitled "Thinking and Practice of Cross-Integrated Innovation Platform Construction". These reports focused on the construction of national-level strategic innovation platforms, such as national major scientific and technological infrastructure platforms, national key laboratories, and national scientific and technological innovation bases, and discussed the development path of mutual promotion and deep integration of major scientific and technological innovation projects and regional scientific and technological innovation projects, and gathering first-class innovation resources, and comprehensively forming new advantages for development.
